Kilsby wins Council vote
Kris Kilsby, a Costs Lawyer at Paramount Legal Costs based in Carlisle, won the election to fill the vacancy on the ACL council. He said: “I am very happy to have been elected to the Council and I intend to represent and support the work done and interests of Costs Lawyers, especially in the current unprecedented situation.”

New disciplinary rules come into force
The Costs Lawyers Standards Board’s (CLSB) new Disciplinary Rules and Procedures (DR&P) came into force on 1 May after they were approved by the Legal Services Board.

The main change in the new DR&P is a new power for the CLSB to suspend a Costs Lawyer’s practising certificate for an interim period where this is necessary to protect the public. They also introduce a new procedure to publish pending conduct committee hearings on the CLSB website and provide for interested parties to observe hearings.

The DR&P are supplemented by a number of new policies, which are available on the CLSB’s website. The regulator will review the effectiveness of the new arrangements in two years time.

Hargreave promoted to partner at Fieldfisher
Costs Lawyer Emma-Kate Hargreave, the head of costs recovery at leading City firm Fieldfisher, has been promoted to partner. Based in its Manchester office, she wrote on LinkedIn: “It’s an incredible firm to work for, which has been further demonstrated during this crisis and I’ve loved working with the fantastic people that make Fieldfisher the firm it is.”

39 Essex offers remote costs ADR
The costs team 39 Essex Chambers – headed by former Senior Costs Judge Peter Hurst – has launched a remote ADR service, “given the delay now caused by Covid-19 to cases either already in the system or those waiting to get in”.

Provisional assessments are charged at between £500 and £1,000 depending on the nature of the hearing and size of the bill, with a bespoke price if the bill is more than £100,000. The typical turnaround is three days. The set also offers a range of detailed assessment options, such as single issue determination, multiple preliminary point determination or full assessment of general points and quantum.
